 Clayton County Government and Administrative Offices to Reopen

Clayton County employees will return to work on Monday, May 11, 2020. While government functions will resume on May 11, public access to government buildings will resume on Wednesday, May 13, 2020.

Georgia Department of Labor
The Georgia Department of Labor (GDOL) is beginning to see an increase in the number of partial claims filed as a result of businesses reducing work hours or temporarily closing their doors as a result of recent developments of COVID-19.  As of an emergency ruling this week by the Commissioner of Labor Mark Butler, employers are mandated to electronically file partial claims on behalf of their employees whenever it is necessary to temporarily lay workers off.  All Georgia employers will share in the cost of unemployment benefits paid to employees temporarily displaced due to COVID-19 easing the stress on business owners during this health crisis. These emergency rulings will help to simplify the process and get workers paid. All career centers are closed to the public, but employees are still working to process claims. DDS has issued a 120-day extension for drivers 60 years old and older in driver license renewals. The following link has details of the extension and other related information. 
Testing criteria includes symptomatic critical infrastructure workers and symptomatic individuals who have had direct contact with positive COVID-19 patients, including family members. We will also continue to prioritize testing for symptomatic individuals with chronic health conditions along with first responders, healthcare workers, law enforcement, and long-term care facility residents and staff regardless of symptoms. And although physicians can continue to refer patients to us for testing at public health sites, state officials can directly schedule people who require testing through local districts.

DPH has been getting some legislator inquiries directly on a few items that we wanted to provide answers to below. Please try to pass on your questions to me and Stuart and we will try to forward as necessary so they can deal with the immediate issues at hand.



  • Labs- Many legislators are being contacted by labs who are attempting to become a vendor for testing. Unfortunately, many of them do not meet the proper qualifications. They must be licensed by DCH, and must have approval from the FDA to do COVID testing through an emergency use authorization (this list is very limited and is available here): ). If they do meet these qualifications, they can be sent over to use and we will forward accordingly to the appropriate person.
  • Masks/other PPE- All referrals should be made through the new GEMA portal here:  or we will forward to the appropriate person.
  • Reports of violations of the Governor’s EO- If a constituent seeks to report a place of business as violating the Governor’s Executive Order they should go to , click on “Contact Us” and then click on “Constituent Services” which will take them to a form to fill out.
    • They should include the following information in their report:
      • Business Name
      • Address
      • County
      • Telephone Number
      • Specific details for the complaint
  • Reports of violations of city and county EO’s/shelter in place orders/essential business list- should be referred to the county/city in question. Please see the above contact info.

Amended Temporary Closure Notice for Clayton County Government/Administrative Offices

Chairman Jeffrey E. Turner has extended the County’s declaration of a state of emergency to May 13, 2020, to follow the State and Judicial systems' declaration. In addition, the County is following the Governor’s extension of his shelter in place order, which is scheduled to expire on April 30, 2020.

This means that all employees not on approved leave, unless otherwise directed by your supervisor, should report to work at their next regularly scheduled day beginning May 4, 2020.

Employees scheduled to work between now and May 3, 2020, will continue to be paid and accumulate leave pursuant to Civil Service Rule 5.454. Those employees not scheduled to work during this same time period will continue to be paid regular pay during the time absent from work.

Recent confirmed cases of the Coronavirus (COVID-19) have prompted the need to implement temporary virtual services only at the Harold R. Banke Justice Center, which is located at 9151 Tara Boulevard.

Kết quả xổ số miền nam thứ 4In an amended order dated April 5, 2020, Chief Judge Geronda Carter of the Clayton County Superior Court stated, “multiple cases of COVID-19 have been identified in the Harold R. Banke Justice Center, despite the courts and clerks’ offices therein having made every attempt to limit access to only essential functions”.

Given the nature of the emergency as declared throughout the state, there is no other physical location for public access to each of the courts and clerks’ offices within the Justice Center, except for those services that can be conducted virtually.

1. Shelter in place. All individuals currently living within the unincorporated jurisdiction of Clayton County (the “County”) shall remain at their place of residence. To the extent individuals are using shared or outdoor spaces, they must at all times as reasonably possible maintain social distancing of at least six feet from any other person when they are outside their residence. All individuals may leave their residences only for: 
a. Essential Activities
b. Essential Governmental Functions
c. To operate Essential Businesses.



IMPORTANT: This Order shall become effective at 12:01 a.m. on April 1, 2020 and will continue to be in effect until 11:59 p.m. on April 12, 2020, or until it is extended, rescinded, superseded, or amended in writing by the Chairman.

RE: Clayton County Solicitor-General's Office Accessibility Notice


In accord with the orders of The Honorable Justice Harold Melton, Chief Justice of the Georgia Supreme Court and The Honorable Geronda Carter, Chief Judge of the Clayton Judicial Circuit Court, issued on March 14, 2020 and March 13, 2020, respectively.  The Office of the Solicitor-General of the State Court of Clayton County will be closed to public access beginning March 16, 2020 thru April 13, 2020.  During this period, only essential personnel will be at the office on a limited schedule to address essential court proceedings, public safety and citizen needs.

The main office telephone number is 770.477.3380 and will be answered when personnel is present.  However, if you leave a detailed message we will be sure to return your call as soon as possible in the order that the call is received.

Victims/witnesses concerned with the status of their case can reach a victim advocate at 770.473.4269.  If no one should answer the phone, please leave a detailed message with your name, the defendant's name, telephone number and case number.  If you have an emergency, please call 911 immediately.

If you are a candidate or participant in the pre-trial diversion program and need assistance related to recording community service hours, the deadline for submitting documents is extended to May 13, 2020, unless instructed otherwise by the Pre-Trial Diversion Coordinator, Carl Freeman.  Should you need any other assistance related to the program, please email Carl Freeman at

Please call Intake at (770) 473-5977 during normal business hours (8:00 AM to 5:00 PM, Monday through Friday), so that an Intake Officer can screen your situation. If your situation involves an emergency that would require an immediate court order, the Intake Officer will receive your complaint for filing.

Weapons Carry License Information Sheet
Regarding Chief Justice Melton’s Statewide Judicial Emergency Order dated March 14, 2020

Probate courts across the state of Georgia will temporarily suspend acceptance of applications for Weapons Carry Licenses and Renewal Weapons Carry Licenses pursuant to an Order of the Supreme Court of Georgia declaring a Judicial Emergency. That Order may be found at

If you are due to renew during the Emergency period, your license will not expire. Chief Justice Melton’s Order essentially pushes “PAUSE” on all deadlines created by law or rule. Therefore, you will still be able to renew after the Emergency ends. Presently, that date is April 14, 2020. If that date is extended, further order will issue.

To give you a concrete example of how this will work, simply add 30 days to whatever your expiration or renewal deadline is. A license expiring March 18, 2020, will expire April 17, 2020. The renewal deadline will extend to May 17, 2020.

Presidential Preference Primary Postponed Until General Primary Election


(Jonesboro, GA)-Secretary of State Brad Raffensperger postpones Georgia’s Democratic Presidential Preference Primary (PPP), effective immediately, due to the public health emergency posed by the Coronavirus (COVID-19) to help reduce the risk for potential contamination for voters and poll workers.

Ballots that have already been cast for the PPP will be counted in the General Primary Election.

Temporary Closure Notice for Clayton County Government/Administrative Offices

(Jonesboro)-Clayton County Government/Administrative offices, and courts will temporarily close for two weeks, beginning on Monday, March 16, 2020, due to potential health risks associated with the Coronavirus (COVID-19). In accordance with the provisions of the Official Code of Clayton County, Chapter 34 Emergency Management, section 34-4 Emergency Management and response powers, Chairman Jeffrey E. Turner, has activated the County Emergency Operations Plan. The provisions of the Continuity of Government Operations Plan (COG) and the Continuity of Operations Plan (COOP) for Pandemic Influenza are also in effect.

Turner, Chairman of the Clayton County Board of Commissioners. “We are in continuous consultation with the Centers for Disease Control (CDC), Georgia Department of Public Health (DPH), our Emergency Management Agency, and county leaders to help make decisions that protect our employees, customers and constituents.”

While there are no confirmed COVID-19 reports in Clayton County to date, as a precautionary measure, all programs, services and events for Parks and Recreation, Senior Services, Community Development, and Youth Services are cancelled and/or will be rescheduled. Advanced voting, which is scheduled for Monday, March 16- Friday, March 20, 2020, shall continue as advertised. The Clayton County Emergency Management Service (EMS) Operations Center has been activated, specifically for planning, preparedness, and response to the because the safety and overall health of our employees and citizens is priority.  Therefore, Clayton County officials are following the guidance of the Centers for Disease Control (CDC) and the Department of Public Health (DPH).

 We are heightening our efforts to clean and sanitize offices and common areas to help kill and prevent the spread of germs. All employees and citizens are encouraged to incorporate the 3C’s: Clean Your Hands, Cover Your Mouth and Contain Germs.

Kết quả xổ số miền nam thứ 4For our first responders, Clayton County Fire and Emergency Services (CCFES) is currently following all guidance shared by the Centers for Disease Control (CDC) and Department of Public Health (DPH) for response to potential cases by frontline personnel. Through our staff physician/epidemiologist, we are conducting detailed assessments of our personnel to include rapid influenza testing for both strand A and B. Additionally, through our staff nurse practitioners, we are monitoring any employee that feels ill or is presenting any potentially relatable sign or symptom through enhanced protocol development for the management of internal stakeholders, as well as, the community at large.

If there are any changes in hours or schedules for operations, services, programs, activities or events, we will share the information on our calendar/website,, at the affected facilities as well as other communications channels as warranted.
